Iscos is the implementing partner of the ACT Project funded by the Government of Italy under the “Debt – for – Development” Swap Programme Pakistan to

b) DOAM Directorate of Archaeology & Museums, Government of Khyber-Pakhunkhwa Pakistan

Project purpose

The overall objective of the project is to enhance the technical capacity of human resources in conservation, restoration and management of the physical cultural heritage properties through the case of Cultural Sites in Swat– Khyber Pakhtunkhwa Province.

Administrative, Security, Logistic and Financial to be contracted by ACT2 Project

Salary

Monthly salary, all-inclusive, is Pak Rs. 543,507.00

Tasks

The requested position oversees the administration and logistic of the Project, addressing any issues and providing the relevant information to meet external and internal demands, with special attention on security and logistic. These services may include, but are not limited to: budget setting, reporting and control, income management, financial reporting and final accounts preparation.

Reporting

Ensure that the monthly financial closure process is completed accurately and on time, monitoring key items and signing of on journals and reconciliations. Prepare, analyze and distribute accurate and complete financial reports to enable Project Manager and consultants to make informed decisions.
Provide outstanding financial reports to PIDSA donors while adhering to restrictions and administrative requirements.

Budget

Actively participate in the budget revision process, providing financial performance insights to stir discussions about past performance, and assumptions for future projections (in line with set priorities) and field operations.

Audit and Statutory Compliance

Liaise with external auditors on matters concerning IFRS compliance and manage year-end audit process.

Management and Support

Provide ongoing guidance, support and training to staff and collaborators, and ensure financial/security controls and processes are in place and adhered to PIDSA Financial Guidelines and ACT Security Guidelines.
Make recommendations to streamline workflow and process, and utilize new technologies to automate tasks and reporting.

Logistic

Give full logistic support to all personnel involved in the project, with special attention to the International consultants, as Trainers and Restorers. Insure the proper and ontime activation of Accident Personal insurance, through SISCOS Organization, for all International staff. Manage the transport operation, from and to Swat, of personnel and goods. Manage in a proper and professional manner the maintenance of the Project fleet, including generators, giving special attention to the cost control of the relative expenses (fuel, lubricants, spare parts, ordinary and extraordinary maintenance, etc.)

Supplementary duties

Besides the duties on the Project (see above), the position will provide support to the Italian co-Director of the Technical Support Unit (TSU) of PIDSA in a structured manner.

Security

Assist the Project Manager in the full and correct application of the Project Security Protocol. Be the Focal person of the Project and contact person regarding security issues.

Requisites:

(1) At least 5-year working experience in International Cooperation framework.
(2) At least 3 years of experience as Project/Financial Manager in projects under the vigilance of UN/EU Commission/EU Countries Cooperation Programs;
Preference will be given to candidates with previous working experience in Pakistan and in Italian debt-swap programs/projects.

Duration of the contract

This contract is valid for a total duration of 6 month (90+90 days).
It shall commence on 1st September, 2015, and shall expire on the satisfactory completion of the services described above, but not later/earlier than 30th May, 2016.

Taxation

The lump sum is inclusive of taxes. Taxes should be paid in the concerning Country.

Travels

Only n. 2 (two) round-travel flights EU/Islamabad/EU will be provided by ACT. All travel and movement in Pakistan/Islamabad related to the position’s duties will be under responsibility of ACT.

Rights and Obligations

The Right and obligations of the subscriber are strictly limited to the terms and condition of this contract. Accordingly, the subscriber shall not entitle to any benefit, payment subsidy, compensation or entitlement, except as expressly provided in this agreement.

Unpublished Information

The subscriber shall not communicate to any person or other entity any unpublished information made known to him by ACT2 in the course of performing his obligation under the terms of this agreement except upon authorization by ACT2.

Termination of contract

The special service agreement may be terminated by either party giving notice in writing to other party before the expiry date of the agreement. The period of notice shall be one month.
In the event of the agreement being terminated in this way prior expiry date, the subscriber shall be compensated on a pro rata basis for no more than the actual amount of work that has been performed to the satisfaction of ACT2.

Housing in Host Country

During permanence in Pakistan, as agreed Activity Plan, ACT2 will provide shared accommodation.

Insurances

A health insurance shall be entered into the account of subscriber.
